BOARD OF DIRECTORS


Directors of the San Gabriel Valley Municipal Water District are elected during state general elections and serve four-year terms. Candidates report their campaign income and expenses to the state Fair Political Practices Commission that monitors the elections. The finances of the district are subject to regular independent audit and are freely monitored by the media and other elected officials.

The Board is entrusted with providing overall policy and financial oversight and guidance to the Water District’s operations. The Board meets regularly, normally on the second Monday of each month at 8 a.m. at the District’s headquarters. The public is welcome to attend meetings and may confirm meeting dates, times and agenda by visiting the website's calendar.

Division III - Monterey Park

Thomas Wong

Thomas Wong was elected in 2012 and re-elected in 2016 to the Board of Directors of the San Gabriel Valley Municipal Water District, Division 3, representing the City of Monterey Park, and has served as President of the Board since December 2015.

At the District, Thomas is leading efforts to ensure a clean, sustainable and affordable water supply for generations to come, and has championed efforts to better engage the community on water issues.

Thomas also serves on the boards of Climate Resolve and Nature for All. He received his Bachelor's degree in Economics with a minor in Geography/Environmental Studies from UCLA and his Master of Public Administration degree from USC. 


Division I - Alhambra

Mark R. Paulson

PERSONAL: Mark was born, raised and lives in Alhambra. He graduated from Fremont Elementary School, Alhambra High School and Rio Hondo Junior College. He's been married to Susan for 28 years, and she is a teacher at Granada Elementary School. They have two sons, Christopher, who is a graduate of Alhambra High School and Boston University, and is now attending Pepperdine University; and Timothy, a senior at Alhambra High School.

PROFESSIONAL: Mark is a senior Sales Associate with Anthony Venti Realtors.

  • Board member of the San Gabriel Valley Water Quality Authority, 2016 - Present

Division II - Alhambra / Monterey Park

Steven Placido

Dr. Steven Placido was elected to the San Gabriel Valley Municipal Water District Board of Directors in November 2016 and sworn in at the December 2016 Board Meeting to represent Division II - Alhambra/Monterey Park. Steve is very well-known in Alhambra, Monterey Park and throughout the San Gabriel Valley as a former Mayor and Councilmember in the City of Alhambra, as well as for decades of civic and community involvement. Steve was honored to have many current Alhambra city department heads attend his swearing in ceremony.

Steve has been a dentist with a private practice in Alhambra since 1990. He was raised in Alhambra, attending Garfield Elementary School and Alhambra High School, and earned his Eagle Scout Award in 1976. Steve earned a B.A. degree from the University of Southern California, a Doctorate from New York University College of Dentistry, and completed a General Practice Residency at the Catholic Medical Center in New York City. Steve, his wife, Lorretta, and their two daughters, live in Alhambra.

Steve was elected to the Alhambra City Council in 2004 and re-elected in 2008 and 2012, serving four terms as mayor of Alhambra. His community leadership and involvement encompassed organizations such as the Rotary Club of Alhambra, the Alhambra Education Foundation and the American Heart Association of Alhambra.



Division IV - Sierra Madre 

 

Miles Prince

Miles Prince was born and raised in the San Gabriel Valley, attending local public schools. Miles is excited to represent his neighbors in Sierra Madre at the District. 

Miles currently represents small businesses in a wide variety of civil litigation matters. Prior to his current practice, Miles held positions in the White House and U.S. Department of Justice during the Obama Administration and worked for a federal judge in Sacramento. Before law school, Miles taught math at a public high school in South Central Los Angeles. Outside of work, Miles sits on the board of Foster Nation, a non-profit organization aimed at supporting young people transitioning out of the foster care system.

Miles received his Juris Doctor degree from UC Davis School of Law, and Bachelor and Master degrees from UCLA. He lives in Sierra Madre with his husband, Kenny, and their son, Holden.



Division V - Azusa

Bruce Knoles

Bruce Knoles represents Division V, the City of Azusa. He was elected in November 2018 and began serving on the Board of Directors in December 2018. 

Bruce was born in El Paso, Texas, and graduated from high school there. One of his fondest childhood memories was visiting Happy Jack's Fish Farm in Azusa and spending many of his summers in Azusa as a child. Bruce moved to the area in 1977 and has lived at his present home in Azusa since 2003. Bruce attended the University of Texas at El Paso, The University of Texas at Austin and took classes at Chaffey College. He is a member of MENSA.

Bruce owns a business selling wholesale fasteners, fittings, and tools/supplies to manufacturers, and has worked in construction, retail, and wholesale hardware during his career.  

Bruce is a former Cultural and Historical Preservation Commissioner for the City of Azusa, a former SAL Commander for Post #180 Canyon City American Legion and a former officer and member of the Azusa Fraternal Order of Eagles #2810.  Bruce has been a member of the Azusa Chamber of Commerce for over 10 years and belongs to several charitable organizations locally. His hobby is collecting antiques.

Bruce’s partner in life is Jeri Bibles-Vogel, current Azusa Unified School District Board Member.
